The official heading up the University of Chicago bid to host the Barack Obama presidential library said Wednesday that the biggest threat to bringing the facility to Chicago’s South Side comes from New York.
While there is serious competition from the University of Illinois at Chicago and the University of Hawaii, Susan Sher, senior adviser to university President Robert Zimmer, said she considers the U. of C.’s strongest competitor to be Columbia University, which is seeking to build the library on its Manhattanville campus in New York City’s West Harlem community.

The day before Thursday’s deadline for the four semifinalists to present their bids to the Barack Obama Foundation, Sher told the Chicago Tribune Editorial Board that people are wrong to think that Chicago is a shoo in to win the library.
While President Obama and first lady Michelle Obama have close academic and personal ties to the University of Chicago, and his political career began on the South Side, the U. of C. faces several hurdles in acquiring land to build the library. The negotiations also would involve the foundation and the city.
As far as land acquisition, New York already is far ahead.

Columbia University, where Obama received his undergraduate degree in 1983, will make a case that the library should be a cornerstone of its $6.3 billion expansion into the economically depressed, predominantly African American community of West Harlem.

As a result, the university already has gone through the process of negotiating land acquisition, zoning and state and local approvals, according to city and university documents related to the agreement. The U. of C. has proposed three sites, all of them in low income, predominantly African American neighborhoods on the mid South Side. Since 2008, before Obama was elected president, the university began acquiring more than 10 acres of land in the Washington Park neighborhood, one of its proposed sites. While there has been some development in the area, there is still some 270 acres of vacant land available in the immediate area, Sher said.
A portion of the land proposed for the library backs up against the CTA’s Garfield Green Line stop, which is owned by the CTA.
The two other sites, located on the grounds of the South Shore Cultural Center in South Shore and in Jackson Park, across Stony Island Avenue from the Hyde Park Academy in Woodlawn, would require acquisition of parkland.
Mayor Rahm Emanuel has said he supports the bids of both the U. of C. and UIC,
